Policy Development

In Hong Kong, the objective of policy development is to have effective prevention, care and control of HIV/AIDS in the locality. Apart from specific and non-designated laws and regulations, cultivation of a supportive environment is of paramount importance in effecting HIV/AIDS programmes. The bureaux and departments of the Hong Kong government are inevitably the main forces in formulating HIV/AIDS policies. In turn, the government-appointed Advisory Council on AIDS (ACA) is the highest-level body providing policy advice to the government. Not less, community movements shape policy directions and its implementation.

Key programme areas on HIV/AIDS are covered in the policy development. They comprise: (a) HIV prevention, health promotion and education for public and targeted communities, (b) patient acceptance and care, and (c) HIV/AIDS surveillance. The efforts and directions were enshrined in the HIV/AIDS strategies recommended by the ACA.
